After riots burn ten square miles (26 sq. km) of Los Angeles, a private corporation offers to purchase the land and build an entire city in a box—an arcology—on the ruins. The new city, Todos Santos, runs two miles (3.2 km) on each side, stands 100 stories tall, and is home to 247,000 people—a new record in urban density. The company also tows icebergs into LA Harbor to provide water and digs a subway for LA to provide transport in and out. But prosperity brings problems. The LA City Government sees taxes fall as Angelenos flock to Todos Santos' public shopping mall, even as many of them resent their new, more prosperous neighbor. Environmental protesters target the huge arcology, and civil groups are disturbed by the new model of city living it represents: the Todos Santos Independency is a private corporation, its residents do not vote, and security cameras are installed even in private residences. When two people are killed breaking into Todos Santos, all the tensions rise to a head, even as the city manager fears future sabotage attempts...
